However, given the 28-Point Peace Plan negotiated between Russia and the United States (Ukraine was excluded from the discussions), Vladimir Putin may well have celebrated the holiday. Instead of carving up the usual turkey, Putin can relish carving up Ukraine, as the proposal transfers significant sovereign Ukrainian territory to Russia. Putin may have further reason to celebrate: Elements of the proposal include reducing Ukraine’s armed forces, guaranteeing that Ukraine will not join NATO, and granting “full amnesty” to all parties in this conflict.
