 Even though his own department submitted papers that admitted it was a botched rehab by the Interior Department and not vandalism that caused setbacks in the renovation of the Reflecting Pool.

and it was faulty installation, by his pal, not vandalism…BUT, Boss Hogg wanted FELONY charges against Olympian anyway.
