But that estimate implies that the burden of tariffs would be paid by consumers, analysts said, instead of encouraging companies to bring manufacturing to the United States.

Economists have argued that the revenue generated by tariffs will ultimately be paid for by American consumers and businesses, which are likely to bear the brunt of tariffs.
