Their primary reason for this move was to prevent the Trump administration from dismantling the National Center for Atmospheric Research (NCAR), which is based in Boulder, Colorado.
Why They Blocked the Funding
The standoff began in mid-December 2025 after the White House Office of Management and Budget (OMB) signaled plans to "break up" or dismantle NCAR. The administration characterized the facility as a source of "climate alarmism," while Colorado leaders viewed the move as political retaliation against the state.
To fight back, Hickenlooper and Bennet took the following actions:
