Dotard is trying to BUY the vote in the farm states, promising to raise the amount of ethanol in gasoline from 10 to 15%.

 As usual, it’s a total scam by the Pubs, using the last of the water in the rapidly shrinking Oglala Aquifer, the largest fresh water aquifer in the world.

Water that will be needed for growing FOOD is being wasted to grow corn and produce ethanol, which takes WAY more energy to produce than it provides, It’s just busy work for farmers, to win votes for the Pubs. BUT, in the ‘Head up their ass’ World of Pub politics the politicians are more than willing to sell out the future for votes in the next election.
